Among the numerous obligations RTOs face post-registration—annual declarations, AVETMISS reporting, marketing compliance—validation is often the most dreaded.
Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.
To put it differently, validation is the process of confirming the accurate parts of an RTO's assessment process and identifying what can be enhanced. A correct understanding of its components makes it less intimidating.
According to SRTOs 2015 Clause 1.8, RTOs must ensure that their assessment systems, including RPL, comply with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
According to the standards, two types of validation are necessary.
The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.
The following validation type ensures that assessments follow the principles of assessment and rules of evidence.
It indicates that validation occurs both before and after the assessment. The focus here is on the first type: assessment tool validation.

What Does Assessment Validation Mean?
As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.
On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
This discussion will center around assessment tool validation.
Steps for Conducting Assessment Tool Validation
With a clear understanding of the two types of validation, let’s focus on assessment tool validation.
Ideal Times to Conduct Assessment Tool Validation
Assessment tool validation is intended to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.
You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- resources are updated
- new training products are added on scope
- course is reviewed by you against training product updates
- learning resources are identified as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based approach means RTOs should carry out regular risk assessments. If students complain about learning resources, it's an ideal time for assessment tool validation.

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.

As you validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.
Learner/student workbook – validate its suitability as an assessment tool. Ensure instructions are clear and answer fields are adequate. This is a frequent gap.
Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they suit the assessment task and address unit requirements.
Team for Validation
Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.
In total, your validation panel must have:
Current vocational competencies and relevant industry skills for the unit being validated
Current knowledge and skills related to vocational teaching and learning
Any one of these training and assessment credentials:

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are accessible online. These tools typically have validators examine the tools in their entirety to determine if they meet the principles of assessment.

Assessment Principles
Fairness – Are equal opportunities and access offered to everyone in the assessment process?
Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?
Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?
Rules of Evidence
Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?
Authenticity – Is the assessment tool ensuring that the work is the candidate’s own?
Currency – Are the assessment tools in line with current units of competency and contemporary industry practices?
Even though these are often covered in VET professional development and nationally recognised training, many tools still struggle with these requirements.
To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:
Lead by Example
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
nappy changing
prepare bottles, bottle-feed babies and sanitize equipment
solid food prep and feeding infants
respond to baby signs and cues suitably
prepare infants for sleep and soothe them
monitor and promote physical exploration and gross motor skills suitable for the age
Having students explain the process read more of nappy changing for babies under 12 months old doesn’t fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or No Competence
Pay attention to lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What information might be included in a work package?
The answer could include:
Obligatory resources
Associated costs
Activity length
Allocated roles and responsibilities
When an assessment item calls for multiple answers, indicate the number of answers a student needs to provide. This way, your assessment is reliable, and the evidence gathered is valid.
The same is true for assessment items with double-barrelled questions or those asking for multiple answers at once. Such questions can confuse both students and assessors, as demonstrated in the sample question below:
Identify a hazard and/or environmental issue in the workplace and select the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – work area isolation, engineering, PPE
Work area and ground conditions – elimination, isolation, use of engineering controls
People – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.
Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these guarantees, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a safe and compliant approach.
